Understanding informal politics: the dual role of regional powers in protracted counterinsurgencies

Regional powers hold a comparative advantage over Western powers in relation to influencing the actors in protracted counterinsurgency wars. Due to proximity, local knowledge, transnational ties, and enduring interests, regional powers develop a deep understanding and influence on informal politics in the conflict area. This presentation argues that aligning informal and formal political arrangements is the key to end protracted counterinsurgencies. When regional powers utilize their comparative advantage of understanding informal politics to that end, the level of violence declines. The presentation draws on findings from Sudan’s engagement in Chad from 2002 to 2010.
