Europe's Coherence Gap in External Crisis and Conflict Management

By assembling and analysing institutional best practices in the EU and all of its member states, the ultimate aim of the project is to define a set of success factors for a ‘whole-of-Europe’ approach to external conflict and crisis.
The project revolves around the question whether the institutional setting in the EU and its member states matches the intended purpose of the whole-of-government approach (WGA). It raises a number of sub-questions: How have EU institutions and member states overcome fragmentation and silos between, e.g., foreign, development and defence departments? How do they set up coherent strategies and joint decision-making processes? How much progress has been made in fostering effective coordination, collaboration and cooperation? What institutional changes or organizational structures were called into being in order to span multiple divisions, departments and ministries? What happens in countries that have not formally adopted a WGA?
I am responsible for writing the country report on Denmark and the Danish WGA.
