Can the Burden be Shared? Europe, the Sea and the Liberal Order in Asia

As the world’s largest trading bloc, the European Union has a huge stake in maritime security, freedom of navigation and other issues pertaining to the world’s great waterways, particularly in Asia. Therein lies one of the greatest challenges posed by the rise of China. Beijing’s determination to become a leading seapower is dramatically changing the geopolitical environment in the region, and Europe is ill-prepared to rise to the occasion. Ian Bowers explores the issues and how policy-makers in Europe should respond.
