In a world of ever more dominant cyberspace, hostile cyber activities tend to threaten the state’s security. This paper sets out to examine, how effectively the Danish efforts to deter cyber activities are and how they effect the security dilemma.
The examination of an assumed security dilemma is conducted through an investigation of the Danish government’s contribution to enhance cyber security within the Danish state. These same efforts are compared to the theory of deterrence in order to qualify their relevance and efficacy.
Through the conception of neorealism this paper finds that the impact on the security dilemma is rather high compared to the efficacy of the deterrent efforts. For now the main scope of the Danish state is to deny cyber activities but these efforts should be within a framework of international cooperation in order to prohibit cyber activities.
With this in mind, this paper suggests that an effort should be made to enhance the legal and normative bonds within international political cooperation. The paper contributes to other suggestions that the international political community must put efforts into developing international treaties or obligations in order to better control cyber space.
