The security situation in Mali is increasingly deteriorating, and there are indications that the country is under an existential threat. This has occurred while the nation has received a massive international support from various state and non-state actors, such as the UN MINUSMA, the French led Barkhane and the EU.
This article will attempt to find answers as to how it is possible that despite enormous nternational effort the situation can continue to escalate so violently? This is a highly relevant question in the present day context as this is not the first time this question has been asked (think Afghanistan), and unlikely that Mali will be the last time the West decides to assist a weak state with its internal problems. To answer this question, the thesis will focus entirely on the aforementioned actors responsibility for Mali's security and stability; the external actor who supports the Malian regime with various initiatives, and the Malian regime as the recipient of this support and who is responsible for its implementation.
This article is inspired by the Principal Agent theory which describes a contract relationship similar to the one the EU has with the Malian regime, and with a deductive approach, the article proposes a hypothesis based on the theory. Different interests will lead to different strategies that will undermine the external actor's initiatives. Since the hypothesis is inspired by the Principal Agent theory, it will act as the thesis’ theoretical framework. The article will test the hypothesis’ validity by identifying, the interests of the EU and Mali, and specifically whether Mali, due to its interests has deliberately chosen another strategy to support its interests, thus, undermining EU’s efforts and initiatives. In conclusion, it is imperative that external actors such as the EU handles the aforementioned misalignment with solutions that can counter the host nation's shirking, with appropriate measures such as incentives or conditions.
