This paper analyses opinion formation in Search and Rescue (SAR) operations, placing focus on the interaction between the Joint Rescue Coordination Centre (JRCC) and key operatives. As there are several parties involved in SAR operations, some form of disagreements or misunderstandings are almost inevitable. To ensure the validity of the results, the study made use of a methodological triangulation of qualitative research methods. Empirical data was collected through observations of a simulated environment of a SAR operation, as well as semi-structured and unstructured interviews with key individuals. Moreover, relevant official documents, protocols and reports were analysed. The results show that despite an increase in the organisational aspects of emergency services, the rise in the number of individuals involved can be linked to remaining disorganisation. Furthermore, we observed that there is a lack of opportunities for the sharing of information between the involved operatives. Nevertheless, there is potential for development of interconnections, though also room for simplification within systems and between operatives. This paper outlines several proposals for approaches to these issues.
