Saudi Arabien: Stormagtsdrømme eller Overlevelse i en Kaotisk Region?

In this paper, I seek to contribute to the understanding of Saudi Arabian foreign policy. In order contribute, I examine why Saudi Arabia sometimes deviate from their expected regional great power role. In order to explain this deviation, I utilize Stephen David’s version of omnibalancing, which posits that the Saudi regime balances against internal threats before it is able to conduct foreign policy. In the paper, I examine four primary cases in the Persian Gulf region, in order to create variation on both polarity in the region, and the level of internal pressure on the regime. Based on the analysis of Saudi reaction in these four cases, I find that internal pressure on the regime does affect decision-making. However, in spite of this, internal factors do not determine Saudi foreign policy along. As such, it is necessary to view state actions using both neorealism and omnibalancing, in order to obtain a full understanding of why the state has embarked on its course of action.
