One of the greatest challenges with regard to strategy is handling complexity. The contemporary security context in which militaries engage is complex, just as militaries themselves constitute, collaborate and compete with complex actors and instruments. How these different aspects of complexity can be handled should be at the forefront of the strategic agenda. Today complexity is widely acknowledged, but poorly understood. There is hardly a strategic document that does not explicitly point to complexities in the security arena, although few make a concerted effort to explain, let alone address such challenges. Complexity can and should be understood. Patterns, risks and scenarios can be identified, explained and to some extent predicted and planned for. Strategy must take this into account. That is the foundation for complexity strategy and the starting point of this project on strategy in practice.
