This thesis demonstrates how military officials in the Danish “New Fighter Programme” make the discursive
struggle between the military and the political discourse productive. By analyzing three interviews
made with military officials in the “New Fighter Programme”, the thesis concludes: A military
official makes the discursive struggle productive by seeing himself as a translator between the military
discourse and the political discourse. Hereby, politics becomes the focusing tool of the military decisions
and acts, and the military processional competence and rationality becomes a legitimate basis
for political debate and subsequent decisions.
The thesis is taking a social constructionist point of view and draws on Laclau & Mouffe’s Discourse
Theory, supplemented with a theory on transformative administrative control by Ph.D. Klaus Majgaard.
